Salah satu cabaran yang dihadapi oleh Sultan Selim III (r.1789-1807) adalah penentangan pembesar terhadap pembaharuan yang beliau rancang. Selim III bercadang melaksana sistem pentadbiran baru nizam-i Jedid.
